China's 15th Five-Year Plan (2026–2030) presented at the Chinese Embassy in Latvia

On March 20, 2026, China’s 15th Five-Year Development Plan for 2026–2030 was presented at the Chinese Embassy in Latvia, outlining the country’s future development trajectory. The Ambassador emphasized five core principles: innovation, coordinated development, openness, the green transition, and the promotion of common prosperity.
At the center of the plan is rapid technological development and self-sufficiency, with a particular focus on artificial intelligence, 6G, microchips, the space industry, and biomedicine, alongside the modernization of traditional sectors. At the same time, China will continue to strengthen international cooperation and economic ties with other countries.
In the economic sphere, stable growth is projected, maintaining GDP growth around 5%, increasing labor productivity, and raising the urbanization rate to 71%. Great importance will be placed on innovation – research and development expenditures will continue to grow, alongside an increase in the number of high-value patents and the share of the digital economy.
An essential part of the plan is population welfare: it aims to increase incomes, improve employment, enhance healthcare accessibility and educational levels, and raise life expectancy to approximately 80 years.
Simultaneously, the green transformation will continue by reducing CO2 emissions, increasing the use of non-fossil energy, and expanding forest areas.
In light of global challenges, China will also strengthen food and energy security while remaining open to foreign investment and expanding international cooperation, including with Europe.
Overall, the plan outlines a direction toward sustainable economic growth, public welfare, and closer global cooperation.
